In 2005, when the Commission to Combat Police Corruption launched an investigation into allegations that crime complaints were being downgraded to keep crime statistics low, Kelly refused to provide documents, effectively ending the investigation and destroying the CCPC's credibility.
In 2010, when new allegations arose from over 100 former NYPD officers, Kelly had his spokesman Paul Browne attack the accusers, dragged his feet for a year, appointed his own hand-picked commission, had that commission take two years, and only released the report in the summer of 2013 when he was on his way out the door.
Meanwhile, Kelly fought fiercely to prevent the creation of the NYPD Inspector General's office. How convenient for him to try to use it now."
